Very dry, frizzy limp curly/wavy hair?

I have naturally THIN curly/wavy hair, medium-long length. it's always been a mess no matter what I do to it. I used to use a diffuser, but it didn't help. I air dry it but it's still flat and frizzy. I've even tried no products but it's the same. Please help, any suggestions?
