I feel a scam 30 million from a dead person?

a banker contacted me to split inheritance and to open a offshore account and incur all cost and it will be subtracted from total amt. Banker in Hong Kong. i don't trust this man. but everything looks legit. But i have a bad feeling. is this a scam?
