RES sleeping on dock?

My RES turtle is sleeping on the dock? Even when I turn all the lights off it still stays there. It's a hatchling.. I've only had it for about 2 weeks.. I've had red eared sliders for almost 7 years now so I know what I'm doing.. Is this normal.. I'm thinking it's a sign that it feels safe in it's habitat? Am I right? What do you think?
