How Do I get my hair to have a wet, curly look?? IDK if this helps but I have naturally frizzy hair,...?

I want my hair to have a wet and curly look. I have tried blow drying and towel drying and it is still SOOO frizzy!! I hate having curly hair, however, I want my hair to look wet and curly?? I guess. I think the thing that you use is called a diffuser, but not really sure.
